That's how you may confirm the walls are down.
If the city HP have been reduced to 0, the next ranged unit to attack will not earn any XP.
If it is reduced to 0 hp, it is killed and FAILs to take the city. IF a melee unit survives the city assault, it will be INSIDE the city and have at least 1 HP left. The unit only need to take the last HP of the city to conquer the city and, if it conquer the city, the unit survive even if it lose all HP. I don't think the melee unit need to survive, actually they can't die at all. If your using nothing but ranged/siege units, you won't be able to capture the city as those units can't melee attack, so you won't be able to capture it and it will keep shooting your stuff.
